For decades, now, residents along the San Jacinto River east of Houston have struggled with the remains of an old paper mill. Those remains still spew highly-toxic dioxin into the river. Meanwhile, the county still encourages recreation in those same waters. Go figure. This ran with a story by Lise Olsen.
