The Japanese invasion and battle in Bataan proved without a doubt that they did. Victories as much as defeat characterized the siege at the end, of which only one in every four soldiers was still fighting at full strength. Yet the valor and suffering of Americans and Filipinos, the latter of which composed 85 percent of the forces in Bataan, earned glory at par with other heroic last stands like the ancient Greeks at Thermopylae. The agony of the Death March would help enshrine the principle of accountability for war crimes after the war.

Page Design: Ralph Bagares

Illustration: Rene Elevera

Editor: Manolo Quezon

Research: Ana Roa with Marielle Medina

Inquirer Briefing

Philippine Daily Inquirer Sunday

Yet the fundamental assumptions of the state are based on estimates from surveys and its conclusions as to the scale of the problem of addiction. The Dangerous Drugs Board (DDB) figures tell us the biggest increase in drug users was from 1999-2004 (3.4 to 5.8 to 6.7 million) while 2008-2016 estimates are 1.7, 1.3 and 1.8 million. But President Duterte himself cites 3-4 million. Even “affected” barangays are problematic: a single user qualifies a barangay as “drug-affected.” In fact, official numbers and terms are subject to revisions by authorities: for example, “vigilante killings” are now classified as “deaths under investigation.” Officials claim hundreds of thousands have “surrendered” yet neither the voluntary nature nor actual numbers can be independently verified. But each case of drug addiction is a tragedy that demands from society the resources and commitment to assist individuals to rehabilitate themselves.

Page Design: Elizalde Pusong

Illustrator: Jerito Dela Cruz

Editor: Manolo Quezon

Research: Ana Roa and Mariel Medina

Briefing

Philippine Daily Inquirer Sunday

Napoleon Bonaparte famously remarked, “China is a sleeping giant. Let her sleep, for when she wakes she will move the world.” He said this at the start of the Industrial Revolution, when some economic estimates suggest that China had only recently ceased to be the largest economy in the world, a place it occupied from 1100 to 1800 AD. The 21st Century sees the People’s Republic of China poised to regain that global distinction, armed with an all-encompassing economic, strategic and military vision to restore it to what it views as its historically rightful place as the “Middle Kingdom,” the hub of the global economy and a superpower in its own right. As the Philippines seeks to pursue its national interest vis-à-vis China, it is useful to take a look at key concepts and developments in Chinese policy toward the region and the world.

Page Design: Ralph Bagares

Editor: Manolo Quezon

Research: Ana Roa, Kathleen De Villa, Kate Pedroso, and Minerva Generalao
