Need Helpful Advice [How to design an online newspaper for my community]

Please could anybody help me, or give me their advice on how to build an online website for our local community.I am really struggling at the moment to design anything that remotely resembles a newspaper. We are desperate to do this as we really need this in our area and well,as I say I am struggling lots. I know most on here seem to be very professional but Iam a fast learner and I would really value any helpthank you in advance for reading this post . HH
