The main story is about how Ohio's Job and Family Services five times failed to identify abuse of a young boy by his legal guardian. Court records from the case say the boy had been burned by cigarettes, hit on the mouth and suffered broken teeth, and was hit on the head with a glass. The photo is of the boy being embraced by his teacher, Bud Strudthoff and wife Jessica. They are looking to adopt the child.
