Friendswood was hard hit by flooding after Hurricane Harvey. Requirements dictate that folks wanting to move back into their homes will have to raise them. On the Harris County side of Clear Creek, however, someone has found a loophole to allow folks to not raise their homes: Simply use older flooding maps. It’s a recipe for (repeated further) disaster.
