After assuming the presidency after JFK, Lyndon Johnson decided to push for civil rights and for help to the impoverished. He declared a War on Poverty in his first State of the Union address. Sure enough, the nation made a pretty big dent in the number of folks below the poverty line but we've never really been able to sustain anything lower than the low double-digits. Ronald Reagan famously said: "In the '60s, we waged a war on poverty, and poverty won." Not quite accurate, but the 50th anniversary of the start of the "war" is a great time to assess where we are.
