Visual editor Tom Peyton and I designed this page on deadline after some pre-planning with the state desk and the graphics department. Gov. Jeb Bush's budget, released earlier in the day, is broken down into medium-form bits and bites. (I can't really call 10-inch stories short-form.) A chart of the overall budget ran on 1A with a story that jumped into the page facing this one.
