There are two reservoirs on the west side of Houston, designed to hold excess water until it can be released downstream after things dry out. The problem is: In the 70 years since they were built out in the middle of farmland, the city has grown up around them. The floods back in April stacked so much water there it took months to let it all out safely. If they have a bigger flood, they could be in for trouble.
