SENATE OF THE PHILIPPINES: 100 YEARS

The Senate has had three major chapters in its history. First, a chamber with senators elected by districts, with two appointed by the colonial Governor-General, 1916-1935; second, a nationally elected body conceived as a training ground for future presidents to counterbalance the regionally oriented House of Representatives, 1941-1972; third, a body endowed, because of its national constituency, with a mandate to effectively balance the presidency, which is how it is viewed in the present.
