PUSHED TO THEIR LIMITS

This kicked off yet another blockbuster series for us here at the Chronicle: “Developing Storm.” For seven days over the next two weeks, our staff will be looking at various aspects of Hurricane Harvey, how the area’s (somewhat questionable) development practices are at fault for the impact here and so on. For Day One, Susan Carroll wrote a gripping account of how officials watched with alarm at the water rising in the two reservoirs west of Houston and finally had to release water — which resulted in at least four deaths. This chart — one of three that ran with Day One — showed the water rising over five days in late August.
